It's like both games were like M or AO rated. TL DR It's nice Valve really filed for early re-evaluation for HL1 and HL2. That's why German users need to install a free DLC 'HL1 uncensored' to get in uncensored (as of 2017). With HL1 GoldSrc I believe this actually is/was a different version for German users. When HL2/Source engine discovers this, it censors itself so to say. When you started HL2 in Steam the game itself checks for this lv-flag in your license attributed to your account. But German users (that just means: Store region Germany) sort of get a low violence flag on their specific individual license of that game. Because there is only one HL2 version on Steam. In detail with Source-1 games there is something in every Source SDK / engine working a function IsLowViolence() and g_ragdollLVManager etc. So almost all game publishers then just make a censored version that was allowed to be sold without age verification.
